Melissa Michelle Carter, age 67, of Portsmouth, passed away peacefully at home on Tuesday, April 28, 2026. Born on February 19, 1959, in Oak Hill, she was the beloved daughter of the late Clifford and Freddie Welch Mowery.

Michelle was a proud graduate of Oak Hill High School’s Class of 1977. She dedicated her professional life to serving others as a Loan Officer for Desco Federal Credit Union.

She was preceded in death by her husband, Steven Dale Carter.

Michelle is lovingly remembered by her son, Christopher Steven Carter and his wife Stephanie of Wheelersburg; her daughter, Melissa Ronelle Jenkins and her husband Shane, also of Wheelersburg; her brother Scott Mowery and his wife Kathy; five cherished grandchildren, Cameron Pollitt (and spouse Cody), Trey Carter (and spouse Bailee Stratton), Cadie Jenkins (and spouse Braden Horr), Carly Stapleton, and Presleigh Carter; two great-grandchildren, Carter and Cole Pollitt; and her nephews, Alex and Matt Mowery.

Michelle cherished her time at Wolford’s Landing, where she formed many meaningful friendships within the campground community.

Michelle’s warmth and dedication to family touched all who knew her. Her memory will be treasured by her loved ones and all who had the privilege of knowing her.
